Monthly Meeting Minutes – April 2017

Meeting called to order at 7:00pm.  All Board Members present.  Village Attorney Bob Paster in attendance.   St. Louis County  Police Officer Dan Schroeder present.  Three Village Residents in attendance.

 

March 2017 meeting minutes reviewed.  Minutes stand as presented.

Treasurer’s Report for March 2017 presented by JC Wheeler.

 March 2017              Total Income               $   9,845.27

                                      Total Expense             $ 10,086.63

Net Income (Loss)      $      (241.36)

March 2017 Profit & Loss Statement presented.  Balance Sheet at March 31, 2017 presented.  Profit & Loss Budget vs. Actual  January through March 2017 presented.  Sewer Lateral Municipal Receipts report for March 2017 presented.  Treasurer’s Report will stand as presented.

Road and Building Commissioners Report presented by Frank Lydon. 

Village Residents on Kathleen have voiced complaints about a vacant house on Kathleen.  Complaints include Animal Infestation in the Garage, Gutters down and pulled away from house, Attic Window Boarded Up. Frank will call owner to discuss.

St. Louis County Neighborhood Preservation has been contacted about a property on Rosemary which has a crumbling Front Porch and Front Steps.  A repair and replace notification has been issued to the home owner.  The deadline for repairs will be six months.

Solid Waste Hauling Report presented by Dan Kaestner.

Street Construction on Hershey and Overton has caused interruptions in Waste pickup.  Waste Management has been notified.

Natural Gas smell on Overton has been reported to Laclede Gas.  Telephone Pole has been damaged on Overton and will be reported by Frank Lydon to Ameren UE.

Dan Kaestner has suggested forming a Neighborhood Watch Program via a Facebook page where Wilbur Park residents can report Suspicious Activity which will be reviewed by St. Louis County Police.

Village Clerk Report presented by Neal Vohsen.

No Yard Sale Permits issued for April 2017.  No Other Issues to Report.

Chairman’s Report presented by Joe Wilhite.

Senate Bill 867 will reduce the Village proceeds from Shared County Sales Tax to Municipalities by an estimated $145.00 per month.  Recently passed Proposition P, benefiting St. Louis County Police, will increase revenue to the Village.

Circle at bottom of Hershey needs cleaning and sod replaced.  Understall Construction will be notified about Equipment parked on Hershey which is leaking Hydraulic Fluid onto the street.

New Business

Neighborhood Watch Letter to go out to Village Residents to notify and to measure interest in forming a Neighborhood Watch Program.  MetroLink requested suggestions to improve the safety and comfort of MetroLink trains.  A discussion ensued and the most immediate need was the installation of Ticket Turnstiles in an effort to stop a pattern of robberies and other criminal activity on MetroLink Trains and Platform Property.
