MONTHLY MINUTES

 

  1. Meeting called to Order at 7:05.  Board Members Neal Vohsen, Heidi Warren, Mike Edwards, JC Wheeler and Donna Gravatt present.  Village Attorney Bob Paster and Officer Dan Schroeder also present.   We are in a web meeting because of COVID-19.
  2. December 2021 meeting minutes reviewed and accepted.
  3. December 2021 Police Activity Report by Officer Dan Schroeder

                  Total Time in Minutes Spent on Contract Patrols: 2560.7        Reports Written: 1

                  Average Minutes Per Patrol:  10.0                                             Summonses Issued:  0

Foot patrols were seen on Kathleen.  Dan said they are new police officers getting familiar with the neighborhood.

Police caught one person breaking into cars.  Their probation was revoked and was put back in jail.  Bob reminded us that we could use the Public Safety Funds to pay for police patrols.  The Public Safety Fund balance is $51,811.00.

4. First Reading of Ordinance 2022-001 for Use Tax

An ordinance of the Village of Wilbur Park, Missouri, imposing a use tax for general

revenue purposes at the rate equal to the total local sales taxes in effect for the privilege of

storing, using or consuming within the Village any article of tangible personal property

pursuant to the authority granted by and subject to the provisions of Sections 144.600

through 144.761 RSMo; providing for the use tax to be repealed, reduced or raised in the

same amount as any city sales tax is repealed, reduced or raised; and providing for

submission of the proposal to the qualified voters of the Village for their approval at the

General election called and to be held in the City on April 5, 2022.

5. Treasurer’s Report for December 2021 presented by JC Wheeler

Total Income $18,968.87
Total Expense $14,520.06
Net Income $4,448.81

December 2021 Profit & Loss Statement presented.  Balance Sheet as of December 31, 2021.  

There is a sewer lateral pending at 9046 Rosemary.  The available balance of that account is $8,325.13 and another $1,989.00 will sent in this week.  JC will be coordinating the Sewer Lateral program.  Neal will be sending JC a copy of the ordinance.

There was a little discussion with JC and Heidi regarding Cares Act accounting.  Heidi will review.

JC accepted the Treasurer’s Report, Donna seconded.  All trustees accepted.

7.Road & Building Commissioner’s Report presented by Mike Edwards.

There is a sump hole at the driveway at 9047 Kathleen.  There is water leaking from the main.  The leak from the lateral is 30 feet from the sink hole. The problem is probably a result from a previous repair.  Looking for bids to fix the sink hole.  There is a similar issue on Rosemary.  Trying to get bids to fix both.

Since this was an emergency, H&N was contracted and a $7,760.00 deposit was made.

The stop sign as discussed last month has been replaced.

Air BNB came up again with a resident.  Mike told that resident that it was not allowed. 

8. Waste Management Report presented by Heidi Warren.

9048 Philo complained about the trash service putting cans in driveway after emptying.

The contract with Waste Management has been signed by Neal and returned but has not been successfully executed.  Bob will look into.

Acceptance of ordinance was made by JC and Neal 2nd.  All accepted.

10. Village Clerk Report presented by Donna Gravatt.

Need to verify Certification of Candidates.  Neal will take to Board of Election this week.

11.  Chairman’s Report presented by Neal Vohsen.

Nothing new to report.
