MONTHLY MINUTES

 

  1. Meeting called to Order at 7:04.  Board Members Heidi Warren, Mike Edwards, Neal Vohsen, JC Wheeler and Donna Gravatt present.  Village Attorney Bob Paster present.   Officer Dan Schroeder absent.  We are in a web meeting because of COVID-19.
  2. November 2021 meeting minutes reviewed.    Neal motioned to accept the minutes, Heidi seconded and all agreed.
  3. Mike proposed to amend the Agenda to include the reading of ordinance 21-006 and 21-007 and Heidi seconded.  All agreed.
  4. First Reading of Ordinance 21-006

AN ORDINANCE SETTING AN ELECTION ON APRIL 5, 2022, FOR THE QUALIFIED VOTERS OF THE VILLAGE OF WILBUR PARK, MISSOURI, TO DECIDE WHETHER TO FOREGO ANNUAL MUNICIPAL ELECTIONS FOR SIX YEARS IF THE NUMBER OF CANDIDATES FILING EQUAL THE NUMBER OF SEATS UP FOR ELECTION IN ACCORDANCE WITH SECTION 115.124 RSMo

5.November 2021 Police Activity Report presented by Neal in Dan’s absence.

6.First Reading of Ordinance 21-007

AN ORDINANCE AMENDING ORDINANCE NO. 000-002 AUTHORIZING THE VILLAGE OF WILBUR PARK, MISSOURI TO COLLECT AND ADMINISTER A SEWER LATERIAL FEE IN ORDER TO PROTECT THE VIABILITY OF THE SEWER LATERIAL FUND BY ADDING NEW SECTIONS 6, 7, 8, 9, 10 AND 11 TO SAID ORDINANCE.

7.Second Reading of Ordinance 21-006

8. Treasurer’s Report for November 2021 presented by JC Wheeler

Total Income $12,399.13
Total Expense $9,547.63
Net Income $2,851.50

November 2021 Profit & Loss Statement presented.  Balance Sheet as of November 30, 2021.  Sewer Lateral balance is $3,952.66

Sewer lateral repairs are needed for 9114 Wayne and the repairs at 9143 Wayne were denied but may be using emergency funding.  The sewer lateral at 9043 Rosemary is partly in the street, $990.00 was already collected.

For the 2022 sewer lateral fund, $6,138.00 has already been collected

JC presented the Public Safety account balance of $49,887.82 as of November 10, 2021.

Question was asked as to what other municipalities are doing with the Public Safety monies.

Neal is going to call Municipal League and ask what others are doing with the money.  2022 will increase the cost of police patrols for Wilbur Park.

The 2022 Budget is short $5,000.

All the streets need to be sealed, need to include landscaping of planters and Autumn Circle.

Donna asked if we could use the Public Safety money to pay for our Police Contract.   Do we need to keep those funds separate?  JC not in favor.  Mike says to keep as is.

Heidi asked if website expenses are going up? 

Neal is looking at getting rid of the storage, don’t need it anymore.

9. Second Reading of Ordinance 21-007

AN ORDINANCE AMENDING ORDINANCE NO. 000-002 AUTHORIZING THE VILLAGE OF WILBUR PARK, MISSOURI TO COLLECT AND ADMINISTER A SEWER LATERIAL FEE IN ORDER TO PROTECT THE VIABILITY OF THE SEWER LATERIAL FUND BY ADDING NEW SECTIONS 6, 7, 8, 9, 10 AND 11 TO SAID ORDINANCE.

10. Third Reading of Ordinance 21-006

JC motioned to accept Ordinance 21-006, Donna seconded.  All ayes.

11. Road & Building Commissioner’s Report presented by Mike Edwards.

Filled potholes at S Virgil and Rosemary.  There is a big pothole at 9055.  047 Kathleen, street and driveway sinking.  Contacted MSD and looked into sewer lateral.  There are two separate issues; 9051 collapse at base of driveway and 9047 strip of land between house and Weber.

12. Third Reading of Ordinance 21-007

AN ORDINANCE AMENDING ORDINANCE NO. 000-002 AUTHORIZING THE VILLAGE OF WILBUR PARK, MISSOURI TO COLLECT AND ADMINISTER A SEWER LATERIAL FEE IN ORDER TO PROTECT THE VIABILITY OF THE SEWER LATERIAL FUND BY ADDING NEW SECTIONS 6, 7, 8, 9, 10 AND 11 TO SAID ORDINANCE.

Section 6 of the new ordinance states that we need a dedicated account for the sewer lateral money.  Section 7 states that Wilbur Park will pay $2500 for repairs.  Section 10 states that Wilbur Park can opt to pay up to $20,000 per year for additional sewer lateral funding.  The additional funding is at the Board’s discretion.

Bob said it’s just back luck if your sewer lateral in is the street.  Residents are responsible for what is in front of their house.

JC said it is luck or bad timing when your sewer lateral claim is made.

Heidi thinks we should put limit on road funds.

Bob said Wilbur Park residents should have notified all of the residents before we vote on this Sewer Lateral change.

Board voted on acceptance of Ordnance 021-007.  All board members except Donna agreed.

13. Waste Management Report presented by Heidi Warren.

Nothing to report.

14. Village Clerk Report presented by Donna Gravatt.

Mike filed for candidacy 

15.  Chairman’s Report presented by Neal Vohsen.

Need to discuss USE TAX next month.

16. New Business

Heidi had a resident ask if a resident can run an Air BNB out of their homes.  Since you would need an occupancy permit every time the residents change, is it not feasible.  JC said our homes are deemed as Single Family Residents.  Long-term renters are ok, but not short-term
