MONTHLY MINUTES

  1. Meeting called to Order at 7:01.  Board Members Heidi Warren, Mike Edwards, Neal Vohsen, JC Wheeler and Donna Gravatt present.  Village Attorney Bob Paster present.   Officer Dan Schroeder absent.

      Waste Management and Republic also joined the meeting.

      We are in a web meeting because of COVID-19.

2. October 2021 meeting minutes reviewed.    JC motioned to accept the minutes, Neal             seconded and all agreed.

3. The Board presented their opinions and voted on the trash services.

     Neal, Heidi and Mike voted for Waste Management.  JC and Donna voted for Republic.

     The contract for Waste Management allows an Opt Out clause after year 1 with proper         notice.

     Bob reminded us that we can only contract for as long as the current Board is serving.

4. First Reading Ordinance 21-005

AN ORDINANCE AUTHORIZING THE CHAIRMAN OF THE BOARD OF TRUSTEES TO EXECUTE A CONTRACT ON BEHALF OF THE VILLAGE OF WILBUR PARK, MISSOURI, WASTE MANAGEMENT, 7329 HALL STREET, ST. LOUIS, MISSOURI 63147, FOR PROVISION OF WASTE HAULING AND YARD WASTE REMOVAL SERVICES, AND PROVIDING FOR THE EFFECTIVE DATE OF THE ORDINANCE

5. October 2021 Police Activity Report presented by Neal in Dan’s absence.

    Total Calls for Service: 287                                                                       Self-Initiated Calls:  8

    Total Contract Patrols: 267                                                                       Directed Calls:  6

    Total Time in Minutes Spent on Contract Patrols: 2823.7                 Reports Written: 2

    Summonses Issued:  0

The above Police Activity numbers were amended with an email from Dan Schroeder.          At the time of the November Board Meeting, the report was only thru October 16, 2021.      The above numbers are for the full month of October.

    JC presented the Public Safety account balance of $49,887.00 as of November 10, 2021.

6. Second Reading Ordinance 21-005

AN ORDINANCE AUTHORIZING THE CHAIRMAN OF THE BOARD OF TRUSTEES TO EXECUTE A CONTRACT ON BEHALF OF THE VILLAGE OF WILBUR PARK, MISSOURI, WITH WASTE MANAGEMENT, 7320 HALL STREET, ST. LOUIS, MISSOURI 63147, FOR PROVISION OF WASTE HAULING AND YARD WASTE REMOVAL SERVICES, AND PROVIDING FOR THE EFFECTIVE DATE OF THE ORDINANCE

7. Treasurer’s Report for October 2021 presented by JC Wheeler

Total Income $12,064.17
Total Expense $7,906.39
Net Income $4,157.78

   October 2021 Profit & Loss Statement presented.  Balance Sheet as of October 31, 2021.  

   Sewer Lateral balance is $3,950.58 plus $2,000.00 pending.

   The Village also had street repairs in the amount of $5,500.00

    Discussions regarding the Sewer Lateral program.  The Board was reviewing the                    program for Grantwood Village. 

    The Village would limit sewer lateral to $2,500.  If the sewer lateral repairs include              street repairs, the Village would use Street Repairs to fund that part of the sewer lateral      fix.  The Village will kick in funds for additional sewer lateral fixes if necessary.  Need to      inform residents of changes to Sewer Lateral program so any resident doesn’t feel                  slighted or discrepancies.  It was decided that discussions would continue next month.

8. Third Reading Ordinance 21-005

AN ORDINANCE AUTHORIZING THE CHAIRMAN OF THE BOARD OF TRUSTEES TO EXECUTE A CONTRACT ON BEHALF OF THE VILLAGE OF WILBUR PARK, MISSOURI, WITH WASTE MANAGEMENT, 7320 HALL STREET, ST. LOUIS, MISSOURI 63147, FOR PROVISION OF WASTE HAULING AND YARD WASTE REMOVAL SERVICES, AND PROVIDING FOR THE EFFECTIVE DATE OF THE ORDINANCE

   Those in favor, 3 yes.  Those opposed, 2.  Ordinance passed with the trash services being     awarded to Waste Management.

9. Road & Building Commissioner’s Report presented by Mike Edwards.

     A few places on Rosemary where holes in street need to be filled.  Neal will use the               same cold patch as he has used in other places.  

     A street sign needs to be replaced.  Will call Fast Signs and use fund in the Street                   Maintenance account.

10. Waste Management Report presented by Heidi Warren.

       Nothing to report.

11. Village Clerk Report presented by Donna Gravatt.

         Need an ordinance to forego Annual Municipal Elections if number of candidates                 filing equal the number of seats.  Will present that next month.

12.  Chairman’s Report presented by Neal Vohsen.

         Question to Bob asking how many houses have liens from the sidewalk replace a new            years ago.  Bob will do a lien search.
