MONTHLY MINUTES

 

  1. Meeting called to Order at 7:03.  Board Members Heidi Warren, Mike Edwards, JC Wheeler and Donna Gravatt present.  Village Attorney Bob Paster and Officer Dan Schroeder present.   Neal Vohsen absent.  We are in a web meeting because of COVID-19.
  2. Donna nominated JC Wheeler as ProTem Chairman in Neal Vohsen’s absence.  Mike Second and all agreed.
  3. July 2021 meeting minutes reviewed and accepted with one correction.  All agreed.
  4. July 2021 Police Activity Report presented by Dan

Total Time in Minutes Spent on Contract Patrols: 2497.2          Reports Written: 2

              Summonses Issued:  0            

              Average Minutes per Contract Patrol:  10.1 Total Arrests: 0

The drone for the Fire Department has been delivered.  The Police Department                      and Fire Department will share.

The police are arresting those stealing catalytic converters with the help from                          Citizens.

               There was one arrest in Wilbur Park for a domestic issue.

                The individual breaking into vehicles in Tesson Creek Estates was caught.

                The “guy with the gun”, whose picture was taken by a Wilbur Park resident, has                      yet to be identified.

                The old Sappington Garden site has been broken into and the copper piping was                    stolen and windows were broken.  This is where the new police station will be                        going,

                Multiple citizens were making inquiries about the loud noises and possible                               explosions. There was person making bombs near the fire house on Siebert.  He                    has been apprehended.

                A white van has been parking on Weber near Rosemary and it makes it difficult                      to pull out of Rosemary safely.  Dan will go see.  The van apparently belongs to a                    resident on the other side of the street from where it is parked.  It is not parked                      illegally, just a bit of a nuisance.

                Car on jack stands on S Virgil has been fixed.

               Discussion about Shot Spot Detectors versus License Plate Readers and where to                   put them.  Ameren is very picky about what is mounted on their utility poles.

5. Treasurer’s Report for July 2021 presented by JC Wheeler

Total Income $12,270.02
Total Expense $9,483.20
Net Income $2,786.82

              July 2021 Profit & Loss Statement presented.  Balance Sheet as of July 31, 2021.  

               Sewer Lateral balance is $3,619.23 for the County and $297.02 in the Wilbur Park                 account.

Trustees reviewed the Sewer Lateral program for Grantwood Village.  The                                Trustees agreed that Wilbur Park should adopt a policy similar.

                A sewer lateral spot repair averages $2,000, full repair $5,000.  Wilbur Park will                  continue to cover the street repairs for those whose lateral lines are under the                         pavement.  Bob will draft ordinance calling for public approval.  A notice will be                     sent to all Wilbur Park residents with the details of the Sewer Lateral proposal.                      Hopefully we can adopt the new policy in December 2021 or January 2022.

County Public Safety balance is $42,816.60.  This fund increases $1,300.00                             average each month.

6. Road & Building Commissioner’s Report presented by Mike Edwards.

                No updates for 9039 Kathleen.  Tree survived the storms of late.

                No updates for 9104 Dana.  Zoning approved the front porch construction, but                      not the carport.

Neal took care of the complaint filed for smell from a backyard on Weber Rd.

               Heidi mentioned a street crack near the Sewer work on Rosemary.

7. Waste Management Report presented by Heidi Warren.

                 Nothing to report.

8. Village Clerk Report presented by Donna Gravatt.

                 Nothing to report.

9.   Chairman’s Report presented by Chairman ProTem JC Wheeler.

                 Keep video monthly meetings until the end of the year.

                 Trustees, please look at the Grantwood Village website and make                                                recommendations on changes for the Wilbur Park website.
