Monthly Minutes

  1. Meeting called to Order at 7:10.  Board Members Neal Vohsen, Heidi Warren, Mike Edwards, JC Wheeler and Donna Gravatt present.  Village Attorney Bob Paster present.  Officer Dan Schroeder not present but Office Ray was here to take Dan’s place.   We are in a web meeting because of COVID-19.
  2. February 2021 meeting minutes reviewed and accepted.
  3. February 2021 Police Activity Report 

           Total Calls for Service: 258                                                           Self-Initiated Calls:  4

           Total Contract Patrols: 452                                                           Directed Calls:  5

           Total Time in Minutes Spent on Contract Patrols: 2648.8    Reports Written: 0

Summons Issued: 0

Average Minutes per Contract Patrol:  10.8                              Total Arrests: 0

Catalytic converter thefts are high.  The Stalker Reader board has been delivered                   and is getting graphics now.  We should wait to purchase license plate reader.                         There are other options available that can track all over the county.

Mike has had reports of lots of people coming and going at 9015 Philo and they                     have been disregarding the No Parking signs.  The street seems to be used as a                       drag strip.

There is a residence whose car repairs are blocking the sidewalks.

Wilbur Park needs to reassess the parking areas to make sure emergency vehicles                   have clearance.  Talked about speed bumps, but emergency vehicles and snow                       removal vehicles don’t like them.

4.  Treasurer’s Report for January 2021 presented by JC Wheeler

Total Income $8,998.29
Total Expense $11,591.94
Net Income $-2,593.65

               February 2021 Profit & Loss Statement presented.  Balance Sheet as of February                   28, 2021.  

The balance on the Sewer Lateral Program is $11,350.55 with a pending amount                      of  $1,689.00 for 9033 Kathleen with gives us a balance of $9,661.55.  That is                          96.26% of fees collected from 2020 property taxes.

              The balance of the Prop P funds after purchasing the Stalker Radar unit is                                 $54,149.92.

Lots of discussion about the sewer lateral program, i.e., balance, cost for each                         homeowner, fees for Wilbur Park, maximums, and down payments for residents.                   The Board discussed if the program needed to be changed, if we still needed St.                      Louis County to administer and how to collect deposits if the program warrants.

All trustees accepted the Financial report.

5.  Road & Building Commissioner’s Report presented by Mike Edwards.

              Mike has gone around and sprayed orange paint on areas that need repairs.  He is                getting quotes to repair.

The duplex owners at the end of the street are concerned about parking.  They                        need access to parking, but they are not part of Wilbur Park.

Do we need to reassess the handicapped parking space?  The parking is for a                          resident only, not visitors.

The water main break on Autumn has been repaired, but the street is not repaired               to the previous condition.  Neal will call the Water Company to see when final                         repairs are scheduled.

              Mike seems to think the resident at 9039 Kathleen was afraid for anyone to enter                  premises.  This is has been on ongoing process.  Mike to schedule to get in house                   with contractors, police and locksmith.

6.  Waste Management Report presented by Heidi Warren.

              Heidi was told Linda received numerous emails about the trash service not picking                up on the scheduled date of the week.  Linda was upset she is receiving these.

The Board needs to take control of the email list, Website and Facebook Page.                       Wilbur Park cannot endorse anyone on any of the websites and we cannot have                      anyone else doing the same.

7.  Village Clerk Report presented by Donna Gravatt.

              Wilbur Park did not require an April 2021 election, therefore the current Board                      Members whose positions expired will be sworn in at the May 2021 meeting.

8.   Chairman’s Report presented by Neal Vohsen.

Wilbur Park received first deposit of Cares Act.  We will not qualify for any more                    at this time.

Neal will look into green waste cans to replace cans damaged or removed.
