MONTHLY MINUTES
- Meeting called to Order at 7:02. Board Members Neal Vohsen, Heidi Warren, Mike Edwards, JC Wheeler and Donna Gravatt present. Village Attorney Bob Paster and Officer Dan Schroeder also present. We are in a web meeting because of COVID-19.
- October meeting minutes reviewed and stand as presented.

Talked about the Stalker trailer. Wilbur Park would buy the equipment and then donate it to the St. Louis County Police Department, who would own, maintain, insure and operate. Bob will write an ordinance so Wilbur Park can donate. All of the Trustees of Wilbur Park agreed, and the money would come from the Prop P money.

October 2020 Profit & Loss Statement presented. Balance Sheet as of October 31, 2020.
JC received a questionnaire from Enterprise Bank and Trust and would like to move Commerce monies to Central Investment.
Bob asked if Wilbur Park started paying for the extra police patrols. Yes, and the money comes from the Prop P funds. Are the extra patrols covered under the Cares Municipal Act? No, the base patrols are covered, but not the additional .
The Sewer Lateral Report shows an expenditure of $1,890.00 for 9136 Dana Ave.
According the Cares Act, we cannot contribute any money obtained by this Act to pay for sewer lateral.
To satisfy audit requirements for Commerce, each board member has Copy of Ordinances, five signers in Minutes and can act on accounts.

Motion to accept Treasurer’s report was made and all accepted.
5. Road & Building Commissioner’s Report presented by Mike Edwards.
9039 Kathleen’s web meeting was scheduled for Nov. 3 at 7 pm. The property owner’s representative made no appeal on dispute and said they will make corrections in 30 days. They have begun repair on the front of the property. IF we need access, police would assist and escort a Trustee into the premises. The property may request for more time to fix issues.
Received a call from a homeowner on Autumn. There was some sort of pipe collapse which will be the owner’s responsibility. There is a flag in the yard and Cones are marking the spot for safety. The occupancy permit passed.
Rosemary sewer later pothole issue has been addressed by one homeowner but the other homeowner has not addressed. A 30-day notice needs to be issued.
There is an approved contractor list for the Sewer Lateral program.
The fence between Wilbur Park and Dominoes has fallen. Dan will assist by contacting Problem Properties to get the fence repaired.

7. Village Clerk Report presented by Donna Gravatt.
In the upcoming April 2021 election, there will be three (3) seats on the Board of Trustees up for election. Declaration of Candidacy can be filed from December 15, 2020 to January 19, 2021 at the offices of the Board of Elections at 725 Northwest Plaza Drive, St. Ann, MO 63074.
After elections, positions of the Board of Trustees will be reappointed.

8. Chairman’s Report presented by Neal Vohsen.
Apparently, someone took the road sign at Philo and Weber. It has been returned and we need to have Fast Signs check to see if it is properly secured.
At Weber and Dana, the NO RIGHT ON RED sign has been installed in a better place and is more visible than the previous. The previous sign was taken down in a motor vehicle accident.
Neal has been working on the Care Act Municipal Relief Fund with the County of St. Louis.
