MONTHLY MINUTES

  1. Meeting called to Order at 7:04.  Board Members Neal Vohsen, Heidi Warren, Mike Edwards, JC Wheeler and Donna Gravatt present.  Village Attorney Bob Paster also present.  Officer Dan Schroeder was not present.  We are in a web meeting because of COVID-19 and the stay-at-home orders.  

2. April meeting minutes reviewed and stand as presented.  Neal accepted and JC                       seconded.

3.  March 2020 Police Activity Report presented by Officer Dan Schroeder.

            Total Calls for Service: 176                                                                Self-Initiated Calls:  5 

            Total Contract Patrols: 176                                                                  Directed Calls:  10

            Total Time in Minutes Spent on Contract Patrols: 2056.6           Reports Written: 1

            Summonses Issued:  0

            Average Minutes per Contract Patrol:  11.7 Total Arrests:  1

             Nothing out of the ordinary to report.

             First Reading of Ordinance 2020-003

              AN ORDINANCE AUTHORIZING THE CHAIRMAN OF THE BOARD OF                              TRUSTEES TO EXECUTE A CONTRACT ON BEHALF OF THE VILLAGE OF                        WILBUR PARK, MISSOURI, WITH ST. LOUIS COUNTY MISSOURI, FOR                            PROVISION OF POLICE SERVICES, AND PROVIDING FOR THE EFFECTIVE                    DATE OF THE ORDINANCE

4.  Treasurer’s Report for April 2020 presented by JC Wheeler

Total Income $10,755.48
Total Expense $22,401.74
Net Income $-11,646.26

 

April 2020 Profit & Loss Statement presented.  Balance Sheet as of April 30, 2020.  

Street repairs made will make us go over on the street budget.

Sewer Lateral program had a balance of $5848.47 at the end of April 2020.

Construction running behind schedule because of COVID

Prop P account has a balance of $63,618.54.  66% of that is going for Roads and the other 34% is going for Police Patrols.

5. Road & Building Commissioner’s Report presented by Mike Edwards.

       Deposit refunded for work on the opposite side of the street on Dana.

       Two occupancy permits issued; Rosemary and Wayne

       Kathleen has a new resident

      House next to Heidi for sale.  Real Estate agent was flying drone to get pictures.  Need          to make sure real estate agents know the rules and regulations.

     Bob will find Wilbur Park’s drone ordinance and need to make sure all current                       ordinances are posted on website.

    Getting additional bids for crack filling and filling in the circle on Autumn.

   Second Reading of Ordinance 2020-003

        AN ORDINANCE AUTHORIZING THE CHAIRMAN OF THE BOARD OF                              TRUSTEES  TO EXECUTE A CONTRACT ON BEHALF OF THE VILLAGE OF                      WILBUR PARK, MISSOURI, WITH ST. LOUIS COUNTY MISSOURI, FOR                            PROVISION OF POLICE SERVICES, AND PROVIDING FOR THE EFFECTIVE                    DATE  OF THE ORDINANCE

6.  Waste Management Report presented by Heidi Warren.

      Has been a few issues with trash pickup.  More people are at home blocking the street          for the pickup.

7. Village Clerk Report presented by Donna Gravatt.

Be sure to note that our polling place has moved to the Affton Community Center off           MacKenzie

8.  Chairman’s Report presented by Neal Vohsen.

         Third Reading of Ordinance 2020-003

         AN ORDINANCE AUTHORIZING THE CHAIRMAN OF THE BOARD OF                               TRUSTEES TO EXECUTE A CONTRACT ON BEHALF OF THE VILLAGE OF                       WILBUR PARK, MISSOURI, WITH ST. LOUIS COUNTY MISSOURI, FOR                             PROVISION OF POLICE SERVICES, AND PROVIDING FOR THE EFFECTIVE                     DATE OF THE ORDINANCE

         Police contract will be for $2148.24 per month until the end of December 2020

         Neal and Donna sign and stamp and mail to Bob.

There are no fines for violation of pet ordinance.  Non-profits do not need a permit                to go door-to-door.  Vendors who want to go door-to-door must call and register.

Checked with the chiropractor and they do not want to deal with the liability issue of           having a food truck on their premises.

9.  New Business

    1. We need to finalize our decision at the June meeting regarding the carport on Dana.

10.  Motion to adjourn the meeting made by Neal and JC seconded the motion.  Meeting adjourned at 8:12.
