Monthly Meeting Minutes – April 21st, 2020

MONTHLY MINUTES

Meeting called to Order at 7:06. Board Members Neal Vohsen, Heidi Warren, Mike Edwards, JC Wheeler and Donna Gravatt present. Village Attorney Bob Paster in Officer Dan Schroeder present. We are all present in a web meeting because of COVID-19 and the stay-at-home orders. Please note that there was no March 2020 meeting.

Bob read the change of meeting format and that we post the meeting notice and agenda on the website, by email and on Facebook.

February meeting minutes reviewed and stand as presented. Neal accepted and JC seconded.

March 2020 Police Activity Report presented by Officer Dan Schroeder.

Total Calls for Service: 209

Self-Initiated Calls: 5

Total Contract Patrols: 190

Directed Calls: 7

Total Time in Minutes Spent on Contract Patrols: 1837.7

Reports Written: 2

Summonses Issued: 0

Average Minutes per Contract Patrol: 9.7

Total Arrests: 1

Most of the calls were for traffic incidents, auto accident leaving the scene, warrant arrest for traffic issues and domestic issues.
Was a call for a suspicious person. Two police officer responded – no report needed.
Report for an attempt suicide on Kathleen
Basketball pole on Kathleen – Dan knocked on door several times. No answer. No further construction on the basketball goal has been done, but the pole is still there.
During good weather, Dan will be patrolling on a motorcycle.

Treasurer’s Report for February 2020 presented by JC Wheeler

Total Income – $9,997.53

Total Expenses – $8,235.87

Net Income – $1,761.66

February 2020 Profit & Loss Statement presented. Balance Sheet as of February 28, 2020.

Treasurer’s Report for March 2020 presented by JC Wheeler

Total Income – $10,801.11

Total Expense – $10,058.48

Net Income – $742.63

March 2020 Profit & Loss Statement presented. Balance Sheet as of March 31, 2020.

The Village will have reduced sales tax revenue due to COVID-19. May need to rebudget. There is no State bailout yet, but the Village really doesn’t need one. We are doing ok.
Treasurer’s report accepted by Neal and Donna seconded.

Road & Building Commissioner’s Report presented by Mike Edwards.

Might need to take a second look at the street maintenance. Will need to have another inspection and seal before winter.
Wayne Drive needs to resurface completely along with Philo, Overton and Hershey. Costs upward of $70,000 plus curbs.
Fast Signs replacement of signs is complete.
Building permit issued for 9104 Dana and 4810 Weber.
Still need to discuss the carport on Dana. The board members brought up examples of others in the Village with carports/lean-to’s.
Neal accepted Building Commissioner’s report and Heidi seconded.

Waste Management Report presented by Heidi Warren.
Waste Management is picking up as scheduled. Bulk pick up are on hold for time being.

Village Clerk Report presented by Donna Gravatt.
Elections will take place on June 2, 2020.

Chairman’s Report presented by Neal Vohsen.

Amend current contract with County Police to add three more patrols each day. Bob will look into whether we can amend the current contract and if we need a new ordinance.

Prop P funds are based on sales tax. We have plenty in the account to get us through this COVID crisis.
Reports of pet walking and not picking up after. We have a flyer that needs to be put in everyone’s mailboxes.

Resident has new sod installed and someone with a riding lawnmower thought they were doing a good thing by cutting the new sod. See if we can find out who owns the riding lawnmower and ask that they do not cut the new sod.

New Business
JC has gotten a quote from a landscaper to spruce up the traffic barriers on Virgil. The Village still has one resident who waters the flowers when they need it.

The MO Dept of Transportation wants to know how the Village spent our street funds in 2019. JC said he can pull the information of the Annual Report.

Motion to adjourn the meeting made by Neal and Donna seconded the motion. Meeting adjourned at 8:06.
