MONTHLY MINUTES

  1. Meeting called to Order at 7:03. Board Members Neal Vohsen, Heidi Warren, Mike Edwards, JC Wheeler and Donna Gravatt present.  Village Attorney Bob Paster in attendance.  Officer Eric Tripp attended the meeting tonight.

 

  1. January meeting minutes reviewed. Minutes stand as presented.  Neal made the motion to accept and JC seconded.

 

  1. January 2020 Police Activity Report presented by Officer Dan Schroeder.

They have caught several people stealing cars as the owners are warming up because of the cold.  If you have OnStar, they can kill the motor.  Catalytic converters are being stolen and vehicles are still being rummaged through.  There have been some homeless people hanging out behind QT

January 2020 Profit & Loss Statement presented.  Balance Sheet as of January 31, 2020.

Sewer Lateral balance effective 2/18/2020 is $9,738.39, which is 95.3% collected.

Still looking at Busey Bank.  Some of our CDs have very low rates.  They are not worth cancelling because the fees would be higher than the earnings.

Bob is looking into whether or not we are insured ok with Busey.

Treasurer’s report accepted.

First Reading of Ordinance 2020-001

An ordinance authorizing the Chairman of the Board of Trustees to execute a contract on behalf of the Village of Wilbur Park, Missouri, with Pellin Asphalt, LLC, 1016 Scenic Oaks Ct., Imperial, Missouri 63052, for provision of pothole repair services throughout the Village in the amount of $14,200.00, pursuant to the contract attached hereto as exhibit “A”, and providing for the effective date of the ordinance.

Second Reading of Ordinance 2020-001

An ordinance authorizing the Chairman of the Board of Trustees to execute a contract on behalf of the Village of Wilbur Park, Missouri, with Pellin Asphalt, LLC, 1016 Scenic Oaks Ct., Imperial, Missouri 63052, for provision of pothole repair services throughout the Village in the amount of $14,200.00, pursuant to the contract attached hereto as exhibit “A”, and providing for the effective date of the ordinance.

Third Reading of Ordinance 2020-001

JC accepted the ordinance and Donna seconded.

We need to check the budget after snow removal is finished to see if street replacement can occur.

No occupancy permits were issued.  Zoning approval for a new bathroom at 4904 Weber.

9104 Dana wants to do some exterior work on their house.  They want to stucco their house with 2” foam fiberglass mesh and stucco.  The stucco comes in colors and they are thinking a reddish color.

The residents are buying contractor-grade material and has done this type of work in Europe.

We read the ordinance regarding exterior of the homes and it says they need a permit.  The board approved the work and Mike will get with the owners to get the permit situated.

Next, is the carport.  The ordinance says you cannot have a carport in a driveway.  But this carport has been professionally installed and is behind the house.  The homeowners have a warranty for the carport from the carport company.  The Board could not come to a conclusion on this issue and will address at a later time.

An ordinance authorizing the Chairman of the Board of Trustees to execute a contract on behalf of the Village of Wilbur Park, Missouri, with Fastsigns, 2570 S Brentwood Bldg., St. Louis, Missouri 63144, for provision and installation of traffic signs in the Village, and providing for the effective date of the ordinance.

Third reading of Ordinance 2020-002

An ordinance authorizing the Chairman of the Board of Trustees to execute a contract on behalf of the Village of Wilbur Park, Missouri, with Fastsigns, 2570 S Brentwood Bldg., St. Louis, Missouri 63144, for provision and installation of traffic signs in the Village, and providing for the effective date of the ordinance.

The Board had already had pictures and descriptions of what signs needed to be added or replaced.

JC accepted the ordinance, and Heidi seconded.

  1. Waste Management Report presented by Heidi Warren.

Received three phone calls that recycle had not been picked up.  Hoping this was a one-time issue.

  1. Village Clerk Report presented by Donna Gravatt.

When the invoice from the Board of Election Commissioners arrives, make sure to get it to JC asap.

Clerk to make sure they get the meeting Agenda to the Board of Trustees on the Sunday before the next meeting to ensure all is included in the meeting Agenda.

  1. Chairman’s Report presented by Neal Vohsen.

In addition to the two new Ordinances, we need to submit a Declaration of Boundary to the Census Bureau.

The Board is looking into adding additional Police Patrols to use some of the Prop P money.  We would like to add 2 additional overnight patrols and one more patrol during the day.
