MONTHLY MINUTES

  1. Meeting called to Order at 7:04.  Board Members Neal Vohsen, Heidi Warren, Mike Edwards, JC Wheeler and Donna Gravatt present.  Village Attorney Bob Paster in attendance. Officer Dan Schroeder arrived a few minutes late. 

2.  December meeting minutes reviewed.  Minutes stand as presented.

3.  December 2019 Police Activity Report presented by Officer Dan Schroeder.

            Total Calls for Service: 208                                                               Self-Initiated Calls:  3

            Total Contract Patrols: 193                                                                Directed Calls:  8

            Total Time in Minutes Spent on Contract Patrols: 1906.5          Reports Written: 0

             Summonses Issued:  0

             Average Minutes per Contract Patrol:  9.9                                     Total Arrests:  0

      There was a homicide on Hildesheim.  Two arrests were made. Not locals to this part            of  the County.  St. Louis County Police have had body cameras since January 1. People        are still stealing from unlocked cars.  Be careful when warming up cars. Even cars with        keyfobs can be accessed when warming up. Two new precincts will be building new              stations.  Will be up for contractor bid soon.

4.  Treasurer’s Report for December 2019 presented by JC Wheeler

Total Income         $16,218.77

Total Expenses      $13,462.44

Net Income             $  2,756.33

          December 2019 Profit & Loss Statement presented.  Balance Sheet as of December                31, 2019. Profit & Loss, Budget vs. Actual for the period January thru December                    2019.  

          Sewer Lateral income is $9,058.60.

          Sewer Lateral Municipal Receipts report presented.  

          Treasurer’s report accepted.  

5.  Road & Building Commissioner’s Report presented by Mike Edwards.

Looking for a second bid for the pothole and road repairs.  

The first house on Dana has installed a shed/carport in their backyard.  It was                        brought to the Board’s attention by another resident. No permits were issued.  The                same house has also installed Styrofoam on the exterior of the house. Do the                          residents of Wilbur Park want a house that has siding or stucco?  Do we want a                      house that is not similar than the others?  Mike will issue a stop order so we can                    review what is going on.

Sheds are ok if not blocking driveways or windows, are in good repair and have a                  vermin-proof floor.

            One resident on Kathleen has complained that someone is parking over the curb on              her property.  Reflectors have been installed. Hopefully that will help the issue.

Two houses on Rosemary have applied for occupancy permits

            One house on Weber is remodeling and replacing water lines.

Fast Signs need a schedule.  Will add lines on their quote to accept to get started.

            An Ordinance will need to be drawn up so Neal can sign for signs and street                            maintenance.

           Do members of the board need to have ID badges so the residents know who they                 are when we knock on their doors?

6. Waste Management Report presented by Heidi Warren.

          Nothing to report.

          It seems that Waste Management will pick up yard waste this time of year.

7. Village Clerk Report presented by Donna Gravatt.

       Three candidates filed for positions on the Board:  JC, Mike and Kathleen. 

       All invoices to the Board of Election Commissioners need to be paid before election.             All checks issued from Wilbur Park require two signatures.

8.  Chairman’s Report presented by Neal Vohsen.

         Shrubs on Kathleen have been taken care of by Dad and Lad.  They did not charge us.          But we need to send them a thank you note and a gift card for lunch.  Homeowner has          not responded to the shrub maintenance.

Still need to decide what to do with Prop P money.  Should we increase patrols?

In the near future:  look into moving the streetlight on Autumn and getting rid of the           circle that has been causing so many issues.

The board discussed what type of police presence we had in the past.  We cannot                   afford a full-time dedicated officer and car and don’t think having bikes is effective. 

9.  Motion to adjourn the meeting made by Neal and Heidi seconded the motion.  Meeting        adjourned at 8:31.
