Monthly Minutes

  1. Meeting called to Order at 7:06.  Board Members JC Wheeler, Neal Vohsen, Heidi Warren, Mike Edwards and Donna Gravatt present.  Village Attorney Bob Paster and Officer Dan Schroeder in attendance. No residents present.
  2. July 2019 meeting minutes reviewed.  Minutes stand as presented.
  3. July 2019 Police Activity Report presented by Neal Vohsen.

        There was a call to the new Record Store on Gravois for loud music

        On the Lindbergh corridor, there have been several cars and trucks stolen

4.Treasurer’s Report for July 2019 presented by JC Wheeler.

Total Income $14,109.21
Total Expense $5,986.80
Net Income $8,122.41

 

July 2019 Profit & Loss Statement presented.  Balance Sheet as of July 31, 2019. Profit & Loss, Budget vs. Actual for the period January thru July 2019.  Sewer Lateral Municipal Receipts report presented. Treasury Reports stand as presented.

 

Neal talked about a resident whose front yard is sinking because the old septic tank which is buried is damaged.  JC, Neal and Bob said there are no funds to repair. It is up to the homeowner. The plumber is blaming Wilbur Park and says the sewage is passing through the Septic.  It was customary to bypass the septic, not go through it.

 

JC talked about the Letter of Guarantee for Busey Bank.  $300,000 is their max guarantee. We might need to move money from the cash account to CDs.  Bob has a meeting with Commerce Bank in September and will ask to move cash to CDs.

5. We are looking into what signs needs to be replaced.  Neal will walk his side of Weber to look at signs and Donna will look at signs on this side of Weber.  Mike has set up a meeting with Fast Signs for Monday, September 16 and Neal and Donna said they will attend.

6.Road & Building Commissioner’s Report presented by Mike Edwards.

There has been several occupancy permit requests.

Wehmeyer Farms requested a Excavation Permit

Question as to when a tree falls, who is responsible.  If the tree is healthy, it is just an act of God and everyone cleans up their own yard.  If the tree is sick and the owner has been negligent, then that property owner is responsible.

7.Waste Management Report presented by Heidi Warren.

Nothing to report.

8.Village Clerk Report presented by Donna Gravatt.

Nothing to report.

9.Chairman’s Report presented by Neal Vohsen.

Regarding the basketball pole, Dan will try to find out when homeowners close to the pole who is responsible for installing.  It is OK to have a removable basketball pole, but a permanent is not acceptable.

The pool on Overton is now clean and is being used.  We will have to address the “no fence” issue. Mike said that he did not issue an occupancy permit.

The fence at the cut through to Dominos needs to be fixed.  Dan will get Preservation to take a look.

The owner of 9024 Kathleen is not receptive about removing shrubs which impede the line of sight.  A conversation and a letter will be net.

The common ground at 8616 Virgil needs to be cleaned up.  Wilbur Park will remove weeds and ask the owner to maintain.

10.New Business

The ordinances on the website need to be updated with the current ordinances.

We might want to put weekly posts on Facebook to remind residents of the common ordinances/rules that sometimes are followed.

11.Motion to adjourn the meeting made by JC, Donna seconded the motion.  Meeting adjourned at 8:25.
