Monthly Minutes

 

1. Meeting Called to Order at 7:02pm. Board Members JC Wheeler, Neal Vohsen, Heidi Warren, and Mike Edwards present. Village Attorney Bob Paster in attendance. Affton Southwest Precinct Officer Dan Schroeder present. Six Village Residents in attendance.

2. Heidi Warren Nominated as Interim Village Clerk by JC Wheeler to adopt and sign ordinances. Nomination Seconded by JC Wheeler. Remaining Board Members Voted Unanimously to Nominate Heidi Warren as Interim Village Clerk.

3. October 2018 meeting minutes reviewed. Minutes stand as Presented.

4. First Reading of Ordinance 018-007 – An Ordinance Authorizing The Chairman of The Board Of Trustees to Execute A Contract On Behalf of The Village Of Wilbur Park, Missouri, With The St. Louis County Board of Election Commissioners For Provision Of Election And Candidate Filing Processing Services, And Providing For The Effective Date Of The Ordinance.

5. Treasurer’s Report for October 2018 presented by JC Wheeler.

October 2018 Profit & Loss Statement presented. Balance Sheet as of October 31, 2018 presented. Profit & Loss Budget vs. Actual for the period January 1, 2018 through October 31, 2018. Sewer Lateral Municipal Receipts report presented. Treasury Reports stand as presented.

6. Road & Bldg. Commissioners Report presented by Mike Edwards.
3 pending re-occupancy permits and 1 occupancy permit for 9020 Kathleen.
Pothole at 9119 Wayne Avenue – along with sewer lateral issues.
9123 Wayne Avenue – damage in front of driveway- general wear and tear of the street
Residents asked about the flower pots on top of Philo. Lindy Carroll has volunteered to be the gardener.

JC Wheeler motion to accept Ordinance 018-007. Mike Edwards seconded motion. Unanimous vote to accept.

JC Wheeler motion to accept Ordinance 08-008. Mike Edwards seconded motion. Unanimous vote to accept.

14. First Reading of Ordinance 018-009 – An Ordinance Amending Title III : Traffic Code , Of The Village Of Wilbur Park, Missouri Code By Amending Chapter 370 And Sections 370.020, 370.050, 370.080, 370.090, 370.100, And 370.130 Regarding Junked Motor Vehicles On Private Property And The Removal Thereof; Providing For The Current Maintenance Of This Code; Providing For The Effective Date Of This Ordinance; And Providing For The Repeal Of All Conflicting Ordinances.

15. 17. Chairman’s Report by Neal Vohsen. Nothing to report.

18. New business

9039 Kathleen – question from residents about the property that has boarded up windows and rodents possibly entering into the residence. Mike Edwards will call to report issue.

Candidate filings begin on 12/11. Closes on 1/15.

Linda Noel – Neighborhood Watch – One new addition, one person moved. 1 person asked to be emailed the newsletter instead of receiving the paper copy.

Concern about McManus driving too fast when he is taking care of the streets in the Village.
