Monthly Minutes

 

  1. Meeting Called to Order at 7:00pm. Board Members  JC Wheeler, Neal Vohsen, Heidi Warren,  and Mike Edwards present.  Village Attorney Bob Paster in attendance.   Affton Southwest Precinct Officer Dan Schroeder present. One Village Resident in attendance.

2. JC Wheeler Nominated as Interim Chair Person by Neal Vohsen. Nomination Seconded by Heidi Warren.  Remaining Board Members Voted Unanimously to Nominate JC Wheeler as Board Chair Person.

3.  June 2018 meeting minutes reviewed. Minutes stand as Presented

4.  First Reading of Ordinance 018-004 – An Ordinance Amending Title V: Building And Construction , of  The Village Of Wilbur Park, Missouri Code by Amending Section 505.110, “Fences,” By Amending  The Current Section 505.110(B) Regarding The Construction, Placement, Height and Maintenance of Fences; Providing For The Current Maintenance of This Code; Providing For The Effective Date Of This Ordinance; And Providing For The Repeal Of All Conflicting Ordinances.

5.  Treasurer’s Report for June 2018 presented by JC Wheeler.

          June 2018           Total Income               $ 10,878.30

Total Expense             $   8,543.53

Net Income (Loss)      $   2,334.77

June 2018 Profit & Loss Statement presented.  Balance Sheet as of  June 30, 2018 presented.  Profit & Loss Budget Vs. Actual for the period January 1, 2018 through July 14, 2018.  Sewer Lateral Municipal Receipts report presented.  Treasury Reports stand as presented.

6.  Second Reading of Ordinance 018-004 – An Ordinance Amending Title V: Building And Construction , of The Village Of Wilbur Park, Missouri Code by Amending Section 505.110, “Fences,” By Amending  The Current Section 505.110(B) Regarding The Construction, Placement, Height and Maintenance of Fences; Providing For The Current Maintenance of This Code; Providing For The Effective Date Of This Ordinance; And Providing For The Repeal Of All Conflicting Ordinances.

7.  Road & Bldg. Commissioners Report presented by Mike Edwards.

Fence Permit Requested for Property on Philo Avenue.

Zoning Approval for Electrical Work in Basement of Property Located on Philo Avenue.

Fast Sign has been contacted to Provide a Quote to Replace Fallen Road Signs Throughout The Village.

8.  Third Reading of Ordinance 018-004 – An Ordinance Amending Title V: Building And Construction , of  The Village Of Wilbur Park, Missouri Code by Amending Section 505.110, “Fences,” By Amending  The Current Section 505.110(B) Regarding The Construction, Placement, Height and Maintenance of Fences; Providing For The Current Maintenance of This Code; Providing For The Effective Date Of This Ordinance; And Providing For The Repeal Of All Conflicting Ordinances.

Motion to Accept Ordinance as Written by Neal Vohsen.  Motion Seconded by Heidi Warren.  Unanimous Vote by Remaining Board Members to Accept Ordinance 018-003 as Written.

9.  June 2018 Police Activity Report presented by Dan Schroeder.

One Auto Theft and One Larceny Crime Reported during the Month of June 2018.  Eight Arrests have been made For the Auto Theft And Larcency Crimes.  One Additional Arrest for Warrant Outstanding during the Month of June 2018.  Vehicle with Expired Registration in Driveway on Kathleen Discussed.  Bob to research Village Ordinances regarding Untitled Vehicles Parked in Driveway.

10.  Waste Management Report presented by Heidi Warren.

No Waste Hauling Issues to Report.

11.   Village Clerk Report.

No Garage or Yard Sale Permits Issued.

First Reading of Ordinance 018-005 –  An Ordinance Amending Title III: Traffic Code, Of The Village of Wilbur Park, Missouri Code By Deleting Current Schedule IV Regarding Parking Restrictions and Replacing It With A New Schedule IV Regarding Parking Restrictions;  Providing For The Effective Date Of This Ordinance; And Providing For The Repeal Of All Conflicting Ordinances.

 

  1. The Resignation of Board Chairman Joe Wilhite Requires Updating Check Signature Authority with Bussey Bank.  Neal Vohsen and JC Wheeler will be Registered as Check Signature Authority with Bussey Bank.

Discussion to Delete Autumn Circle Drive Language in Ordinance.

Neal Vohsen Motioned to Accept Ordinance 018-005 With The Deletion Of Autumn Circle Drive Language.

Heidi Warren Seconded Motion to Accept Ordinance 018-005 With Changes.

Unanimous Vote by Remaining Board Members to Accept Ordinance 018-005 with Changes.

First Reading of Ordinance 018-006 – An Ordinance Authorizing The Chairman Of The Board Of Trustees To Execute A Contract On Behalf Of The Village Of Wilbur Park, Missouri, With Eckelkamp & Associatges, CPA’S, Accountants, For Provision Of Services To Monitor The Financial Condition Of The Village, And Providing For The Effective Date Of The Ordinance.

 

  1.   1.  New Business

Rosemary & Philo Avenues at Weber Road have trees which are overgrown and blocking motorist view of traffic on Weber Road.  Bob will research Ordinance in question and will provide letter for Chairman to send to Property Owners.

Linda Noel, Neighborhood Watch Captain has prepared a letter to send to Village Residents to update email  addresses recorded with the Neighborhood Watch Program.  Letter will be reviewed by Village Board and mailed to Village Residents.

Heidi Warren Motioned to Adjourn at 8:12pm.  Mike Edwards Seconded Motion for Adjounment.  Remaining Board Members Present Voted to Adjourn.
