Meeting called to order at 7:00pm.  All Board Members present.  Village Attorney Bob Paster in attendance.  St. Louis County Police Officer Dan Schroeder in attendance.  No Village Residents in attendance.

December 2016 meeting minutes reviewed.  Minutes stand as presented.

Treasurer’s Report for December 2016 presented by JC Wheeler.

December 2016 Income Statement presented.  Balance Sheet at December 31, 2016 presented.  January through November 2016 Profit & Loss Budget vs. Actual presented.  Sewer Lateral report for November 2016 presented.   Profit & Loss Budget Overview  January through December 2017 presented.  Discussion followed on Motor Fuel Tax          Income, Cigarette Tax Income, Sales/Use Tax, and Road & Bridge Fund Income.  Joe Wilhite Motioned to Accept Budget.  Motion Seconded by Frank Lydon.  All Board Members Voted for Passage of Budget as presented.

 

First Reading of Ordinance 017-001 – AN ORDINANCE AMENDING TITLE II: PUBLIC HEALTH, SAFETY AND WELFARE, OF THE VILLAGE OF WILBUR PARK, MISSOURI CODE BY  CREATING A NEW SECTION 200.175, PROHIBITING CONSTRUCTIVE INVASION OF PRIVACY IN THE VILLAGE; BY AMENDING THE MUNICIPAL CODE OF THE VILLAGE BY ENACTING A NEW article x: UNMANNED AIRCRAFT SYSTEMS, and section 200.350 REGULATION OF UNMANNED AIRCRAFT SYSTEMS; PROVIDING FOR THE REGULATION OF UNMANNED AIRCRAFT SYSTEMS;  PROVIDING FOR THE EFFECTIVE DATE OF THIS ORDINANCE; AND PROVIDING FOR THE REPEAL OF ALL CONFLICTING ORDINANCES.

 

Road and Building Commissioners Report presented by Frank Lydon. Rosemary at Weber Property Owners reported Medical Syringes, Beer Bottles, and Dog Waste in yards.

 

Second Reading of Ordinance 017-001 – AN ORDINANCE AMENDING TITLE II: PUBLIC HEALTH, SAFETY AND WELFARE, OF THE VILLAGE OF WILBUR PARK, MISSOURI CODE BY  CREATING A NEW SECTION 200.175, PROHIBITING CONSTRUCTIVE INVASION OF PRIVACY IN THE VILLAGE; BY AMENDING THE MUNICIPAL CODE OF THE VILLAGE BY ENACTING A NEW article x: UNMANNED AIRCRAFT SYSTEMS, and section 200.350 REGULATION OF UNMANNED AIRCRAFT SYSTEMS; PROVIDING FOR THE REGULATION OF UNMANNED AIRCRAFT SYSTEMS;  PROVIDING FOR THE EFFECTIVE DATE OF THIS ORDINANCE; AND PROVIDING FOR THE REPEAL OF ALL CONFLICTING ORDINANCES.

 New Business

Bob Paster sent Letter to Understall Constrtuction Requesting Removal of Construction Supplies stored on Virgil  Avenue.  Construction Supplies will be removed.  When work is being done in The Village, Supplies used in Village can be stored on Virgil Avenue.
