Monthly Meeting Minutes – July 2017

Meeting called to order at 7:05pm.  All Board Members except Frank Lydon in attendance.  Village Attorney Bob Paster in attendance.   Affton Southwest Precinct Commander Captain Melissa Webb in attendance.  No Village Residents in attendance.

June 2017 meeting minutes reviewed.  Minutes stand as presented.

First Reading of Ordinance 017-003.  An Ordinance Renewing an Existing Franchise and Granting for a Period of Twenty (20) Years to Union Electric Company D/B/A Ameren Missouri, A Corporation, Its Successors and Assigns, A Non-Exclusive Franchise, Right, Permission and Authority to Construct, Reconstruct, Excavate For, Place Maintain, Operate, and Use All Equipment, Facilities, Devices, Materials, Apparatus or Media Including But Not Limited to Ducts, Lines, Pipes, Hoses, Cables, Culverts, Tubes, Poles, Towers, Wires, Conduits, Conductors, Manholes, Transformer, Underground Vaults, Switchgear, Capacitors, Receivers,  And Transmitters, With All Necessary Or Appropriate Appurtenances And Appliances in Connection Therewith, In, Along, Across, Over And Under The Streets, Roads, Alleys, Sidewalks, Squares, Bridges, And Other Public Places in The Village of Wilbur Park And Areas Dedicated To The Village For Public Utility Use, For The Purpose Of Transmitting Furnishing And Distributing Electricity Within And Through Said Village, Prescribing The Terms And Conditions Of Such Grant, Imposing Certain Obligations Upon The Grantee, Its Successors And Assigns, Successively, In Connection Therewith.

Affton Southwest Precinct Commander Captain Melissa Webb provided a discussion of Police and Community Relations.  She said the Passage of Proposition P will allow three additional Police Patrols in the Village.  Ways to increase Visibility such as a Meet and Greet Officers over coffee, or a Village Block Party.  There was also a discussion of Social Media and how it can be used to allow Village Residents and Police can work together.  Captain Webb also mentioned that apprehended crime suspects have indicated they come to this area because garage doors and cars are left open, thereby making Larceny easy.

Treasurer’s Report for June 2017 presented by JC Wheeler.

JC Wheeler motioned to accept Ordinance 017-003.  Dan Kaestner Seconded Motion.  All Board Members present voted Yes to Accept Ordinance 017-003.

Village Clerk Report presented by Neal Vohsen.

No Yard Sale/Garage Sale Permits issued for July.  No Other Issues to Report.

Chairman’s Report presented by Joe Wilhite.

Joe discussed the Park Grant Meeting he attended at Green Park.  A letter from Charter Spectrum was read outlining a new cable rate structure.

New Business

Bob Paster discussed his findings regarding the use of Block Grants to provide funding for Village Projects, a depleted Sewer Lateral Fund.  The City of Kirkwood has used the block grant to provide Sidewalks in The City of Kirkwood.  The Village determined it is unfeasible to use Block Grants Funds at this time.
