Monthly Minutes

 

  • Meeting Called to Order at 7:00pm. Joe Wilhite, JC Wheeler, Neal Vohsen, Dan Kaestner present.  Village Attorney Bob Paster in attendance.   Affton Southwest Precinct  Officer Dan Schroeder in attendance.  Four Village Residents in attendance.
  • October 2017 meeting minutes reviewed. Minutes stand as presented.
  • First Reading of Trash Hauling Ordinance 017-004. An Ordinance Authorizing The Chairman Of The Board Of Trustees To Execute A Contract On Behalf Of The Village Of Wilbur Park, Missouri, With Waste Management,  7320 Hall Street, St. Louis, Missouri 63147, For Provision Of Waste Hauling and Yard Waste Removal Services, And Providing For The EffectiveDate Of The Ordinance.
  • October 2017 Police Activity Report presented by Officer Dan Schroeder.

Officer Dan Schroeder reported that Car Break-Ins are continuing.  Question regarding signage recognizing Village of Wilbur Park Neighborhood Watch.  Officer Dan Schroeder will research the ability to pool Village of Wilbur Park Proposition P proceeds with other Municipalities.

  • Treasurer’s Report for October presented by JC Wheeler.

October 2017                     Total Income               $  11,650.43

Net Income (Loss)      $     5,103.84

October 2017 Profit & Loss Statement presented.  Balance Sheet as of October 31, 2017 presented.  Profit & Loss Budget vs.  Actual January through October 2017 presented.  Sewer Lateral Municipal Receipts report for October presented.

Two Sewer Lateral claims are currently pending..

 

  • Road and Building Commissioners Report presented by Joe Wilhite.
  • No Housing Permits issued.  One Garage Permit on Wayne Dr. Pending,.

 

  • Solid Waste Hauling Report presented by Dan Kaestner.

Resident on Wayne Drive reported trash is not being picked up for three or four weeks.  Dan reported this to Waste Mgmt. and trash pickup was made.  Regular Route Drive Danny expected to return to work January 3, 2018.

  • Village Clerk Report.
  • No Yard/Garage Sale Activity to report in the Village.

 

  • Chairman’s Report presented by Joe Wilhite

Four Paving Contractors were called for emergency repairs on Rosemary Avenue.  Chris Wagener was chosen to complete  $3500.00 in emergency street repair on Rosemary Avenue.  Inspection of other streets in Village revealed that Rosemary and Overton will need repair in Spring 2018.

 

Missouri American Water Letter was read outlining the tear out and replacement of water line under Rosemary on the Northern End of Rosemary running to the South End Of Rosemary.  Water Service Lines from the Street to Residences will also be replaced.  Estimated duration of repair is 12 months.

 

 

  • Third Reading of Trash Hauling Ordinance 017-004. An Ordinance Authorizing The Chairman Of The Board Of Trustees To Execute A Contract  On Behalf Of The Village Of Wilbur Park, Missouri, With Waste Management, 7320 Hall Street, St. Louis, Missouri 63147, For Provision Of Waste Hauling and Yard Waste Removal Services, And Providing For The Effective Date Of The Ordinance.

 

  • JC Wheeler motioned to accept Ordinance 017-004.  Dan Kaestner seconded motion.  Remaining Board Members voted to accept Ordinance 017-004.

 

  • New Business

Village of Wilbur Park Board of Trustees Quarterly Compensation Discussed.  Bob Paster will prepare Ordinance Increasing Board Of Trustees Quarterly Compensation.

 

  • JC Wheeler Motioned To Adjourn Meeting.  Dan Kaestner Seconded Motion To Adjourn.  Remaining Board Members voted to Adjourn.  Meeting Adjourned 8:25pm.

 

  • Closed Session – Personnel Issues.  The November 13 resignation of Board Member Frank Lydon was accepted.  The Village Of Wilbur Park, Board of Trustees, would like to Acknowledge and Thank Frank Lydon for his Service to The Village Of Wilbur Park.
