Monthly Meeting Minutes – October 18, 2022

October 18, 2022

  1. An In-person Meeting was called to Order at the Affton Fire Station at 7:00.  Board Members Neal Vohsen, Mike Edwards, JC Wheeler, Heidi Warren and Donna Gravatt were present.  Village Attorney Bob Paster and Officer Dan Schroeder also present.  No residents were in attendance.
  2. September 2022 meeting minutes reviewed and accepted.  The Agenda for this meeting will be amended to include the Ordinance for Flock cameras.
  3. September 2022 Police Activity Report 

Total Calls for Service: 227 Self-Initiated Calls:  4

Total Contract Patrols: 227 Directed Calls:  17

Total Time in Minutes Spent on Contract Patrols: 2563.0 Reports Written: 1

Average Minutes Per Patrol:  11.3 Summonses Issued:  0

Car larcenies continue.  Incident in Indian Hills where resident fired a weapon at an individual who was driving by, stopped and was going through their truck without permission.

Police officers are not allowed to chase for property crimes.

Ulta Beauty stores are getting hit by thieves.  So far, approx. $85,000 has been stolen in 2022.  The police did arrest 4 persons who had $14,000 of perfume in their possession.

The new Police Station in Sappington and Lindbergh has broken ground.

The St. Louis County Police department is giving away 100 Clubs to curb car thefts.

Catalytic Converter thefts are slowing down.

The Police caught the guy who had been stealing liquor from Walgreens stores.

Prop P money has a balance of $59,645.65.

4. First Reading of Ordinance 2022-004

AN ORDINANCE AUTHORIZING THE CHAIRMAN OF THE BOARD OF

TRUSTEES TO ENTER INTO AN ORDER FORM WITH FLOCK GROUP,

INC. ON BEHALF OF THE VILLAGE OF WILBUR PARK, MISSOURI,

FOR PAYMENT OF TWO (2) LICENSE PLATE READING CAMERAS AND

RELATED ACCESSORIES TO BE DONATED TO THE ST. LOUIS COUNTY

POLICE DEPARTMENT, AND PROVIDING FOR THE EFFECTIVE DATE

OF THE ORDINANCE.

5. Treasurer’s Report for September 2022 presented by JC Wheeler

Total Income $12,442.35
Total Expense                                       $12,663.57
  Net Income ($2,221.22)

The current balance sheet, as of September 30, 2022, has been updated.

Sewer Lateral account has an estimated balance of $6,304.96. 

There was a question as to how many houses in Wilbur Park have fixed their sewer lateral lines.  The fixes are usually good for 40 years.  JC thinks that over 50% have been fixed.  Should have the year-end Sewer Lateral fund rolling in from December 2022 to February 2023.

Bob said we can’t use the Escrow Account because St. Louis County did not approve the new Wilbur Park Sewer Lateral Ordinance.  Wilbur Park’s Sewer Lateral program needs to mimic St. Louis County’s.

6. Second Reading of Ordinance 2022-004

RELATED ACCESSORIES TO BE DONATED TO THE ST. LOUIS COUNTY

POLICE DEPARTMENT, AND PROVIDING FOR THE EFFECTIVE DATE

OF THE ORDINANCE.

7. Road & Building Commissioner’s Report presented by Mike Edwards.

The tree at Philo and Weber still needs to be addressed.

Resident who takes walks and picks up trash wants Wilbur Park to pay for her damaged Grabber.

The Board said we will not pay for Grabber or any other supplies or equipment for picking up of trash.  Don’t really see a trash issue except for maybe behind Domino’s.

Resident at 9024 Kathleen applied for an occupancy permit.

8. Waste Management Report by Heidi Warren

Everything has been quiet.

9. Third Reading of Ordinance 2022-004

INC. ON BEHALF OF THE VILLAGE OF WILBUR PARK, MISSOURI,

FOR PAYMENT OF TWO (2) LICENSE PLATE READING CAMERAS AND

RELATED ACCESSORIES TO BE DONATED TO THE ST. LOUIS COUNTY

POLICE DEPARTMENT, AND PROVIDING FOR THE EFFECTIVE DATE

OF THE ORDINANCE.

JC accepted ordinance with Neal’s second.  Board approved.

10. Village Clerk Report presented by Donna Gravatt.

Nothing to report

11. Chairman’s Report presented by Neal Vohsen.

Municipal League wants a report stating number of vacant properties.  They are forming a land bank.  Wilbur Park has no vacant buildings.

Neal was approached by a resident yelling that the water between two driveway aprons was not flowing correctly and said Wilbur Park has a responsibility to prevent residents from flooding.  He apparently had water flowing down driveway and into yard.

Bob said that resident would have a hard time proving that water was being redirected by putting aprons on a couple of resident’s driveways to prevent cars scraping.  Bob suggested that Wilbur Park find out what that resident wants and see if he had any solutions.

Neal was not happy how that resident handled informing him of the possible problem.  The board is not on call 24-7 and if there is an issue, the resident needs to attend a monthly meeting.

12.  New Business

The law firm Lewis Rice contacted a couple of board members looking for ordinances on the website.  Bob said someone was looking at making a residence into a Group Home.  The ordinances will be uploaded to the website by the WebMaster.

13. Motion to adjourn made by Neal with a second by JC.  Meeting adjourned at 7:53.
