Monthly Meeting Minutes – December 20, 2022

December 20, 2022

  1. An In-person Meeting was called to Order at the Affton Fire Station at 7:02.  Board Members Neal Vohsen, Mike Edwards, JC Wheeler, Heidi Warren and Donna Gravatt were present.  Village Attorney Bob Paster was also present.  Officer Dan Schroeder was absent and there were no residents in attendance.
  2. November 2022 meeting minutes reviewed and accepted.  
  3. November 2022 Police Activity Report 

              Total Calls for Service: 252                                                              Self-Initiated Calls:  6

               Total Contract Patrols: 236                                                             Directed Calls:  8

               Total Time in Minutes Spent on Contract Patrols: 2242.0       Reports Written: 1

               Average Minutes Per Patrol:  10.3                                                Summonses Issued:  0

              Officer Dan was absent, so Neal presented the Policy Activity Report.

             The residents on the corner of Kathleen and Weber is having a new block wall                         constructed in their backyard.  The workers hid their saw in the bushes and it was                 stolen.  The resident was able to get the car license plate number from the thieves                from their personal camera.

            Several of us saw on the news that more municipalities and areas are getting Flock                cameras.

Prop P money has a balance of $60,052.20 minus the Flock cameras.  The invoice                was received by JC, but it was not correct and it being rewritten.

6. First Reading of Ordinance 2022-008

            AN ORDINANCE AUTHORIZING THE CHAIRMAN OF THE BOARD OF                              TRUSTEES TO EXECUTE A CONTRACT ON BEHALF OF THE VILLAGE OF                        WILBUR PARK, MISSOURI, WITH THE CITY OF BELLA VILLA, MISSOURI,                      FOR  PROVISION OF MUNICIPAL COURT SERVICES FOR THE VILLAGE, AND                PROVIDING FOR THE EFFECTIVE DATE OF THE ORDINANCE

7.  Treasurer’s Report for November 2022 presented by JC Wheeler

Total Income                                     $16,705.72
Total Expense                                       $6,907.80
  Net Income                                       $9,797.92

               The current balance sheet, as of November 30, 2022, has been updated.

                Sewer Lateral account has an estimated NET balance of $13,070.25 and no one is                  on the wait list.

11. Road & Building Commissioner’s Report presented by Mike Edwards.

               Rosemary is mostly put back together after all of the MSD construction.  Cones                     and piles of concrete still remain.

12. Waste Management Report by Heidi Warren

             Nothing to report.

13. Third Reading of Ordinance 2022-006

For Ordinance 2022-006, JC made a motion to accept and Neal seconded.  All in favor.

For Ordinance 2022-007 which was required by St. Louis County, Neal made a motion to accept and Heidi seconded.  All if favor

For Ordinance 2022-008 which is a contract with Bella Villa instead of St. Louis County, Neal made a motion to accept and Heidi seconded.  All in favor.

16. Village Clerk Report presented by Donna Gravatt.

              Donna will not be running for the Board of Trustees in the April 2023 election.

              Neal has filed for candidacy and Heidi plans on filing this week.

17.  Chairman’s Report presented by Neal Vohsen.

             Neal received two quotes to remove the trees from the planters on Virgil.                                 Discussion took place as to cut trees or remove, to keep planters or install                               something else and whether Wilbur Park needs to address the buckling of the                         asphalt.

             Bob will prepare an ordinance to contract with Ray’s Tree Service.

18. New Business

             Bob mentioned again that the Ordinances need to be on the website.  Neal and JC                 will review.

               2023 will be the second year of the 2-year contract with the snow removal                               company.

               JC will have 2023 Budget ready next month.

19.  Motion to adjourn made by JC with a second by Neal.  Meeting adjourned at 8:02.
