An In-person Meeting was called to Order at the Affton Fire Station at 7:07. Board Members Neal Vohsen, Mike Edwards, JC Wheeler and Donna Gravatt were present. Board Member Heidi Warren was absent. Village Attorney Bob Paster and Officer Dan Schroeder also present. No residents were in attendance.

October 2022 meeting minutes reviewed and accepted.

Total Calls for Service: 257 Self-Initiated Calls: 2
Total Contract Patrols: 236 Directed Calls: 11
Total Time in Minutes Spent on Contract Patrols: 2617.2 Reports Written: 2
Average Minutes Per Patrol: 11.1 Summonses Issued: 0

One report was for burglary of a vacant house which is for sale and the other report was for violation of the restraining order.
Catalytic converter thefts are slowing down.
Kia thefts are on the rise from parking lots. Video from Ring cameras show they are carrying guns.
Car thefts while pumping gas are on also on the rise. When car owner is pumping gas, the thieves enter car through passenger door. When pumping gas, be sure to lock the car.
Working on the Flock cameras. Once approved, it will take 2-3 weeks to install.
9032 code on police report – violation of restraining order on Kathleen
9028 code on police report – incorrigible juvenile

Prop P money has a balance of $59,908.99 minus the Flock cameras.

AN ORDINANCE AMENDING TITLE II: PUBLIC HEALTH, SAFETY AND WELFARE, OF THE VILLAGE OF WILBUR PARK, MISSOURI CODE BY AMENDING CHAPTER 200 TO ADD A NEW SECTION 200.135 REGARDING VEHICLE TAMPERING AND VEHICLE PROWLING;
PROVIDING FOR THE CURRENT MAINTENANCE OF THIS CODE; PROVIDING FOR THE EFFECTIVE DATE OF THIS ORDINANCE; AND PROVIDING FOR THE REPEAL OF ALL CONFLICTING ORDINANCES

Treasurer’s Report for September 2022 presented by JC Wheeler

The current balance sheet, as of October 31, 2022, has been updated.
Sewer Lateral account has an estimated balance of $6,313.81 and no one is on the wait list.
Since we no longer need the Sewer Lateral Escrow Account, the signature cards for this account are not important and the bank is not currently charging us for the account.
The invoice for the Flock cameras was received, but not correct. Wilbur Park wants to pay the 2-year contract amount of $10,700.00

Road & Building Commissioner’s Report presented by Mike Edwards.
The house next to Mike’s needs an occupancy permit.
Roadwork should be finished soon. Waiting for asphalt replacement. Mike met with the contractor and told them the work was all good.

Waste Management Report by Heidi Warren
Heidi absent. Neal commented that green trash pick up on Wednesday was at 6.30/7.00

JC accepted ordinance with Neal’s second. Board approved.

Village Clerk Report presented by Donna Gravatt.

Ask Heidi to put election candidacy information on website

Chairman’s Report presented by Neal Vohsen.
The planters on Virgil and the circle on Autumn still needs to be addressed for next Spring. After looking at other circles in the Village, should be just plant grass and a tree?
Last year JC and his wife planted flowers in the planters on Virgil. The trees need to be removed and should be plant flowering bushes? Wilbur Park needs to find a tree service to remove the trees.
No additional contact with the resident who stopped Neal and complained about the rain and the street water.

New Business
Dan talked to resident regarding disabled parking and asked to put the placard in the window when using the parking space.
JC proposed gift cards for Christmas dinner for fire department and police department.

Motion to adjourn made by Neal with a second by JC. Meeting adjourned at 7:58.
