MONTHLY MINUTES

  1. An In-person Meeting was called to Order at 7:09.  Board Members Neal Vohsen (via web), Mike Edwards, JC Wheeler, and Donna Gravatt present.  Village Attorney Bob Paster and Police Officer Dan Schroeder was also present.  Heidi Warren was not present. This is our first in-person meeting at the Gravois Fire Station.
  2. April 2022 meeting minutes reviewed and accepted.
  3. First Reading Ordinance 2022-03

AN ORDINANCE AUTHORIZING THE CHAIRMAN OF THE BOARD OF TRUSTEES TO EXECUTE A CONTRACT ON BEHALF OF THE VILLAGE OF WILBUR PARK, MISSOURI, WITH ST. LOUIS COUNTY MISSOURI, FOR PROVISION OF MUNICIPAL COURT SERVICES, AND PROVIDING FOR THE EFFECTIVE DATE OF THE ORDINANCE

4. May 2022 Police Activity Report by Officer Dan Schroeder

             Total Calls for Service: 255                                                           Self-Initiated Calls:  7

             Total Contract Patrols: 230                                                          Directed Calls:  9

             Total Time in Minutes Spent on Contract Patrols: 2659.8    Reports Written: 3

             Average Minutes Per Patrol:  11.6                                               Summonses Issued:  0

The reports that were written were for a mental health issue, sudden death and an auto accident.

Special Enforcement team is working on vehicle theft.  Green Park Industrial Court was hit pretty hard.  They were chased all to the way Wright City.

Kia’s and Hyundai’s are especially easy to steal.

The vehicles on Kathleen are not parked on the street any longer.  Neal saw the resident read the notice and immediately pushed a vehicle into the driveway.

The County ordinance gives 5 business days to move.  Preservation gives 30 days.

The Prop P money is now at $57,597.25.

On July 14th there is a demo on the camera system we have been interested in.  The equipment would be paid for the first year and then just maintenance and video storage fees.  The City of Fenton has these types of cameras in Gravois Bluffs.

5. Treasurer’s Report for May 2022 presented by JC Wheeler

Total Income $11.448.31
Total Expense   $5,491.94
  Net Income $5,996.37

Annual Report may be a little late due to vacations.  The Cares Act account needs changes in the accounting system.

Wants to ask for audit.  JC is uncomfortable with cash and asset accounts.

Sewer Lateral account has a balance of $9,576.34 with one pending job that is being grandfathered in under the old rules in the amount of $2,735.40.

6. Second Reading Ordinance 2022-03

7. Road & Building Commissioner’s Report presented by Mike Edwards.

House at Philo and Virgil that has frequent visitors.

Need to check ordinance on handicapped parking.  What to do if handicapped person is not living there anymore?  Does Wilbur Park need to verify handicapped status?

Contact asphalt company regarding the crown situation on Kathleen.  Potholes on Rosemary need to be filled.  Going to set up account at NuWay for materials.

House on Philo closed with an occupancy permit.  Another house on Philo is pending and needing an occupancy permit.  Their sewer lateral fix was done privately.

8. Waste Management Report by Neal Vohsen

Neal received call from resident at 4800 Weber with a complaint of 4804 Weber, which is vacant.  They have received numerous ordinance violation notices regarding grass.

Neal questioning again why residents don’t put out or take in their trash cans on a timely basis.

9. Third Reading Ordinance 2022-03

10. Village Clerk Report presented by Donna Gravatt.

Nothing to report.

11. Chairman’s Report presented by Neal Vohsen.

Received inquiry about wanting 5-8 chickens.  Answer – Lots aren’t big enough.

Received inquiry about the election results.  Answer – Look on St. Louis County Election Board website, or call them.

Received complaint about weeds at the fence line.  Answer – if you see rats, call the Health Department

Received inquiry about the trash pickup days.  Answer – Look on website.

The monies have not been received as promised for the yard work at 9039 Kathleen.  Neal sent an invoice for $3780.00.  The back taxes have been paid.  File Lien after July 1, 2022.
