MONTHLY MINUTES
- Meeting called to Order at 7:05. Board Members Neal Vohsen, Heidi Warren, Mike Edwards, JC Wheeler and Donna Gravatt present. Village Attorney Bob Paster and Officer Dan Schroeder present. We also had Chief Nick Fahs from the Affton Fire District in attendance.
We are in a web meeting because of COVID-19.
2. June 2021 meeting minutes reviewed and accepted.
3. June 2021 Police Activity Report presented by Dan

Four black males were seen at Southside Pawn around 11:30 then they proceeded up Gravois to Weber and broke into a vehicle at Noon, stole another vehicle on Philo and drove to 55 and went North. They were armed as seen on Ring cameras.
Drop in catalytic converter thefts due to the State cracking down on businesses receiving them. Those selling need to show ID and a reason for possessing them. If the receiving business is caught buying them, they can be fined up to $10,000 per incident.
The police are still learning how to use the reader board. Dan provided information on the gun-wielding incident. Do not publish on Facebook or any other site. If someone asks for information, Wilbur Park will respond.
4. First reading of Ordinance 2021-003
AN ORDINANCE AUTHORIZING THE CHAIRMAN OF THE BOARD OF TRUSTEES TO PAY INVOICE #S0202680 FROM UNMANNED VEHICLE TECHNOLOGIES ON BEHALF OF THE VILLAGE OF WILBUR PA RK, MISSOURI, FOR PAYMENT OF A DRONE AND RELATED ACCESSORIES TO BE DONATED TO THE AFFTON FIRE PROTECTION DISTRICT, AND PROVIDING FOR THE EFFECTIVE DATE OF THE ORDINANCE.

June 2021 Profit & Loss Statement presented. Balance Sheet as of June 30, 2021. Sewer Lateral balance is $5,608.43.
County Public Safety balance is $59,887.65.
All trustees accepted the Financial report.
6. Second reading of Ordinance 2021-003

7. Road & Building Commissioner’s Report presented by Mike Edwards.
Unpermitted construction for the new residents at 9404 Dana. Inspection from St. Louis County deemed sound for now. They have 2 weeks to get permit and they provided drawings. Need to get zoning approval to build out front porch. In the backyard, they were building a structure similar to a carport with no zoning approval, no doors or walls. No approval and a stop order was issued.
No update on 9039 Kathleen.
Neal fixed the pothole on S Virgil. But may need more material to level off and to fix the pothole on Rosemary.
Complaint filed for smell from a backyard on Weber Rd.
sewer work continuing on Weber up to Rosemary.
May need to inject dye to see if sewer lateral leak in hole in road at 9051 Rosemary and Weber.

Big thanks from Nick Fahs on behalf of the Affton Fire Department. They would like a representative from Wilbur Park to attend Board Meeting to present the drone. May have news crew do a spot on the morning news.
Dan would like to piggy-back on that to also introduce the street trailer.
9. Waste Management Report presented by Heidi Warren.
Wilbur Park can expect a refund from Waste Management for the times trash was not picked up.
Donna asked if in the future trash pickup needs to be postponed, can we opt to skip recycle in lieu of green. In the summer, we need green trash pickup.
Neal saw new Waste Management employees being trained on-the-job.
10. Village Clerk Report presented by Donna Gravatt.
Nothing to report.
11. Chairman’s Report presented by Neal Vohsen.
9039 Kathleen has high grass. If not cut in the near future, will have to contact home owner.
Call from 9021 Philo regarding rental property behind. Deterioration in the retaining wall need to be addressed.
Neal has been working with webmaster. Need to add financials for residents. Mike suggested tabs for permit requests, occupancy permits and inspections. Need to try to stop phone calls to wrong people. To revamp website, costs is $5,500. They need partial payment to get started. Look into linking Google calendar to website to have access to all meeting material.
Ordinances are no longer on the website until they can be updated. Bob has all ordinances in a file that can be uploaded to website.
JC suggested elimination of separate emails and have one central email.
