MONTHLY MINUTES
- Meeting called to Order at 7:00. Board Members Neal Vohsen, Heidi Warren, Mike Edwards, JC Wheeler and Donna Gravatt present. Village Attorney Bob Paster andOfficer Dan Schroeder present. We are in a web meeting because of COVID-19.
2. The re-elected board members were sworn in: Neal, Heidi and Donna.
3. All positions are staying the same. Chairman-Neal, Solid Waste-Heidi, Clerk-Donna
4. April 2021 meeting minutes reviewed and accepted.
5. April 2021 Police Activity Report presented by Dan

Catalytic converter thefts continue, but the numbers are going down.
The resident storage units at apartment complexes are getting broken into.
Copper is being stolen ats new construction sites.
The new police station is getting underway. The drawings have been released and it is out for contractor bidding.
The police are letting everyone know where the Stalker came from and the police are learning to use it better.
6. First and Second reading of Ordinance 2021-001
AN ORDINANCE SETTING COMPENSATION FOR VILLAGE TRUSTEES IN ACCORDANCE WITH SECTION 110.020 AND CHAPTER 115 OF THE VILLAGE OF WILBUR PARK, MISSOURI CODE; PROVIDING FOR THE CURRENT MAINTENANCE OF THIS CODE; PROVIDING FOR THE EFFECTIVE DATE OF THIS ORDINANCE; AND PROVIDING FOR THE REPEAL OF ALL CONFLICTING ORDINANCES.

April 2021 Profit & Loss Statement presented. Balance Sheet as of April 30, 2021.
One CD became due and one was purchased. JC will reflect these changes on next month’s Balance Sheet.
The balance in the Prop P fund is $57,767.40 as of 4/15/21. What to do with the money? Wilbur Park could purchase a couple of Stealth Stats for the police department. Bob will check to see if we need an ordinance. Also, should we purchase a drone for the fire department? Maybe we could solicit funds from other municipalities in the area, i.e., Yorkshire, Lakeshire, Grantwood Village. Dan will talk to the Fire Captain and see what equipment is needed.
The sewer lateral balance was discussed and if we can use street funds to repair. The County will cover us if we go over the sewer lateral repairs and we can replenish the funds.
The Board is in agreement that funds from the Street Maintenance Account and fund the sewer lateral construction if in the street.
Mike asked what happens moving forward. If we use the Street Maintenance funds, are we setting a precedence.
JC will issue a check to the County to replenish the Sewer Lateral Fund from monies in the Street Maintenance Fund.
All trustees accepted the Financial report.
8 Road & Building Commissioner’s Report presented by Mike Edwards.
Houses are selling so there are occupancy inspections and permits. Deck permits are also being issued.
The concrete in the Autumn circle is poured. Seems everyone is happy. Neal talked about the landscaping needed here and at the concrete planters on South Virgil.
Having trouble getting bids for the landscaping work. Maybe we can ask residents for help. Bob will look into getting on the St. Louis County bid site for landscaping and street maintenance. We might be able to get the Boy Scouts or another organization to help with this type of community work.
Working on getting more green trash bins. Right now, we only have 2 extra. Might think about getting rid of the storage unit. It is costing $200 a year. Heidi will call Waste Management to see if they can provide trash bins.
Also need to find someone to patch the asphalt on S. Virgil and there may be other streets that need it also. We can purchase patch from Home Depot. Mike said he would do that.

Third reading of Ordinance 2021-001
AN ORDINANCE SETTING COMPENSATION FOR VILLAGE TRUSTEES IN ACCORDANCE WITH SECTION 110.020 AND CHAPTER 115 OF THE VILLAGE OF WILBUR PARK, MISSOURI CODE; PROVIDING FOR THE CURRENT MAINTENANCE OF THIS CODE; PROVIDING FOR THE EFFECTIVE DATE OF THIS ORDINANCE; AND PROVIDING FOR THE REPEAL OF ALL CONFLICTING ORDINANCES.
The increase in Trustee compensation will become effective with the April 2022 election.
11. Chairman’s Report presented by Neal Vohsen.
Talked about the landscaping, asphalt patching of the streets and the concrete on Autumn Circle.
Neal mentioned that that Board members could do the patching on the streets and also the landscaping.
A waiver was signed to open up $16,000 for the second round of Cares Act funds.
We used $13,000-$14,000 of the first $16,000. We will probably be able to justify around $10,000 this time for expenses from January to June 2021. Monies not used will be sent back.
Wilbur Park needs a better website.

13. Bob had a few comments and questions.
What is going on at 9030 Kathleen? Wilbur Park will have to do the necessary repairs and put a lien on the house. We need to keep track of all costs. We might need to have a tree service go out and look at the tree which may be a safety issue.
