MONTHLY MINUTES

 

  1. Meeting called to Order at 7:07.  Board Members Neal Vohsen, Heidi Warren, Mike Edwards, JC Wheeler and Donna Gravatt present.  Village Attorney Bob Paster a Officer Dan Schroeder present.   We also had Paul Bickford from Waste Management, Chief Nick Fahs and Medical Officer Donald Woolem from the Affton Fire District in attendance.  We are in a web meeting because of COVID-19.

2. JC was appointed Chairman ProTem for this meeting.

3. May 2021 meeting minutes reviewed and accepted.

4.  May 2021 Police Activity Report presented by Dan

Catalytic converter thefts continue at the commuter lot at 55 and Reavis Barracks

       They did apprehend 2 people, one male and one female.  The male had federal                        warrants.

Vehicle break-ins continue.  More weapons are being used.

       Car break in on Philo.  They think the same people are breaking into cars from South           County, Affton, Wilbur Park to Pevely.

       Police Department is now under normal operations.  No Covid restrictions.

       Chief Nick says they are in the process of getting a drone, but it is not in the budget.             Mehlville and University City has drones.  The Fire Department is not hurting for                 money, but the current budget did not appropriate the funds.

      The drone they are looking at is approx. $10,000 and it has GPS and thermal.

       Medical Officer Don said it comes with a practice drone with infrared, grid                               capabilities,  four batteries that run for 30 minutes each and a charger.  It has                         upgradable capabilities.

       JC proposed that Wilbur Park purchase drone and donate to Affton Fire Department.           All Trustees agreed and Bob will write an ordinance so we can purchase.

       Chief Nick said if Wilbur Park ever needed a meeting room, the Affton Fire Station on         Gravois has two meeting rooms that we can use.

       They suggested that we name the drone Wilbur.

6.  First reading of Ordinance 2021-002

AN ORDINANCE AUTHORIZING THE CHAIRMAN OF THE BOARD OF TRUSTEES TO PAY INVOICE #91189 FROM JAMAR TECHNOLOGIES, INC. ON BEHALF OF THE VILLAGE OF WILBUR PARK, MISSOURI, FOR PAYMENT OF TWO RADAR LAW ENFORCEMENT RADAR KITS TO BE DONATED TO THE ST. LOUIS COUNTY POLICE DEPARTMENT, AND PROVIDING FOR THE EFFECTIVE DATE OF THE ORDINANCE

7.  Waste Management Report presented by Heidi Warren.

        Report from Paul Bickford from Waste Management.

         Green Recycle Bins will be delivered to Wilbur Park residents in need at no charge.

         The trash service delays are due to the shortages of truck drivers.  There have been               ten open driver positions every day.  They have brought drivers in from Chicago, Des            Moines and Kansas City to help with staffing needs.  They are paying their drivers               more than other trash services and offer a sign-on bonus and other benefits to                       acquire drivers.

         JC asked what will happen to our trash services rates if Waste Management offers all           of these benefits.  Paul reminded us that we have a clause in the contract for a 2% per            year increase maximum.

          Heidi suggested that residents sign up for trash pickup notifications.

8. Second reading of Ordinance 2021-002

LOUIS COUNTY POLICE DEPARTMENT, AND PROVIDING FOR THE EFFECTIVE DATE OF THE ORDINANCE

9. Treasurer’s Report for May 2021 presented by JC Wheeler

Total Income $11,060.89
Total Expense $19,601.89
Net Income $8,541.00

 

             May 2021 Profit & Loss Statement presented.  Balance Sheet as of May 31, 2021.  

              Sewer Lateral balance is $5,602.84.

All trustees accepted the Financial report.

10. Road & Building Commissioner’s Report presented by Mike Edwards.

            JC is going to purchase asphalt patch so Neal, JC and/or Mike can patch the                            necessary spots on the streets.

            We did receive a referral of Fontana Paving, 314-965-4745

            There is tree concern at 9039 Kathleen.  We did not get a response to a call to Ray’s              Tree Service.  Mike had another tree service take a look at removing/cutting the                     tree and will received a quote soon.  Unfortunately, there is a car in the driveway                   that would be in the way of the tree removal/cutting.  We will need to move car,                     service tree and then put the car back in it’s original place.  Might have to refer to                  Officer Dan for tow service referral.

Couple of houses for sale and had occupancy permit inspections on Kathleen and                   Dana.

11. Third reading of Ordinance 2021-002

12. Village Clerk Report presented by Donna Gravatt.

           Couple of garage sales.

           Ask Dan for help with the fireworks.  Dan reminded us that fireworks are illegal in                 St. Louis County.  He will move the trailer to the area with No Fireworks message.                 Also need to post on Facebook that no fireworks are allowed in Wilbur Park.

           Dan reminded us how amazing the new trailer is.

13.  Chairman’s Report presented by Neal Vohsen.

          Neal reminded us of the St. Louis Human Services Community Block Grant Fund.                Qualified residents could receive $8,500 grant for home upgrades/renovations.

          JC said the funds are to keep low income houses up to code and that Wilbur Park’s                average income is too high to qualify.  JC and Bob said there is a lot of time and red              tape and it might not be worth the time.

          Neal asked a resident when a dumpster was going to be removed and the resident                  said there are bigger problems in Wilbur Park than the dumpster.  JC said they                      might be the residents who were evicted and those comments just might be “sour                  grapes”.

          Dan assured us that the police are acting on expired license plates.

         The law firm Lewis Rice has asked Wilbur Park for financials under the Sunshine                   Law.  We will have to send annual 2020 financials.  We don’t know who requested.

         Planters on Virgil/Philo have been planted.

           None

15. Bob had a few comments and questions.

           Bob will see if Wilbur Park can have access to St. Louis County’s purchase portal for             projects and bids for our streets.

           Bob wants to put a tax lien on 9039 Kathleen once the car is moved, tree                                 removed/cut and the repairs are finished.  Include all in one lien.  Just be aware of               how much money is being spent.
